The process from here
The council refused this application for the reasons set out on the decision notice, which the council portal holds in full. Only the applicant can appeal a refusal; the time limit runs from the decision date and is shorter for householder schemes.
Refusal does not prevent a fresh attempt. Applicants often address the reasons for refusal and resubmit, so a refused scheme is not necessarily the end of proposals for the site.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

This operation is to convert the existing garage into living space. It will be converted into 2 x rooms. Room 1 will be a ground floor utility room. Room 2 will extend the existing dining room. The conversion will take place on the ground floor, the garage is integral and has a bed room and en-suite above it. This will not change the foot print or any dimensions to the house. There will be no change to the access of the house and existing drainage & water supply will only be used. There will be internal work carried out and this will not alter the dimensions of the property. There will be a double window added to the front aspect of the house overlooking the driveway of the property.

Please see Plan attached. This plan was submitted with a similar application on 7 October 2020. T 1 was felled in 2020. T2 and T3 were pollarded. T2 and T3 require pollarding again because of their proximity to the house. See detail on plan.) T3 is already touching the house and over the roof.

The tree is a Cypress tree located at the front of 11 Devonshire place, to the right hand side when looking at the house. We would like to replace the tree with a native tree species - either a rowan or a cherry - in order to provide flowers for pollinators in the spring/summer and food for birds in the winter. We would like to do the removal in late (~Nov) 2026, well after the bird breeding season, in order to plant the new tree in early 2027 after the last frosts. The tree itself sits at the boundary of a conservation area.

The tree is a silver birch. We would like to carry out "crown reduction" reducing the height of the tree from ~10m to ~7m. Similarly, we would like to reduce the spread of the crown at the rear to reduce the amount of overhang with our rear neighbours. We will keep the left-right spread similar, only carrying out "crown thinning" in this respect to ensure the tree does not block too much light from our neighbours' gardens and our own.

Mixture of bay and cherry large shrubs to remove, which have become overgrown in the contained area next to the electricity sub station. We have removed what we can so far, but need approval to remove the rest, as they are around 5 inches at waist height. Plan to remove fully as no remedial value where they are located. Approx 20 stems to remove WHAT3WORDS is stow.poetic.skills
