What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About full applications applications
How this application type works
A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

EL:197 - T113 - A full description of the findings from aerial inspection including decay investigation and proposed works can be found in the attached document (9365 DECAY 01 - Cedar) A crown reduction is recommended to selected branches overhanging the south eastern road frontage. Works should involve the reduction of approximately 2 - 3 meters of extension growth, cutting back to suitable secondary growth points. Individual pruning cuts are not expected to exceed 250mm in diameter. A crown clean should also be undertaken to remove all deadwood greater than 25mm in diameter throughout the canopy. Additionally, the portion of the crown over sailing the road to the south eastern aspect is recommended for a tip end thinning by approximately 30%. In areas where significant accumulations of deadwood are already present, thinning is unlikely to be appropriate or required. The existing prop is recommended for replacement. See drawing ref: 9365 SK 01 for details.
