Planning application

13-17 HURSLEY ROAD, CHANDLER'S FORD, EASTLEIGH, SO53 2FW

Granted Eastleigh T/26/101492 Consent under Tree Preservation Orders

Works: Trees

Permission granted. Work must normally begin within three years of the decision or the permission lapses.

Proposal

1no. Mature Oak (T1) – Crown reduction by reducing the lateral spread of the canopy by up to 3m on the longest extending limbs and by up to 2m elsewhere around the crown, maintaining a natural and balanced canopy form. The tree is situated within a commercial car park and overhangs adjacent pavement and highway areas. The crown also extends towards nearby telephone and overhead power lines. The proposed works form part of an ongoing cyclical maintenance programme to manage the size and spread of the crown in relation to surrounding infrastructure and site usage. A visible stress line is present from the principal stem union extending down the main trunk, indicating a potential structural weakness. The proposed crown reduction will lessen end-weight and sail effect throughout the canopy, thereby reducing loading on the main scaffold limbs and stem unions. This will help minimise the likelihood of branch or stem failure and improve the long-term management of risk associated with the tree's location above areas of regular pedestrian and vehicular activity. The works will retain the tree's amenity value while promoting its continued safe retention within the landscape.

1no. Ash - Reduction of lateral branches by approx. 2–3 metres to suitable growth points. Returning cuts to previous pruning points where visible. Removal of crossing, rubbing, or weak branches Selective reduction of overhanging branches on the sides of the crown extending towards: 3 Mead Road, 5 Mead Road and Neighbouring commercial premises on Hursley Road. Several branches are overhanging neighbouring gardens and a nearby business, causing obstruction and concern for the adjoining properties. The tree has not been maintained for two years, and lateral growth has extended significantly.

1 No. Oak tree (309-E-T8) - Trimming / pruning of very low (very thin) branches at bottom of tree by 1m. 2 No. Lime (309-E) - originates from no.47a Winchester Road, SO53 2GF - Trimming / pruning of lower (very thin) branches overhanging property boundary, by a maximum of 2m. This is to allow for head clearance in the usable space in the rear garden and to prevent branches from causing injury when moved by the wind.

1no. Lime (T1) - Pollard to secondary union at approximately 30 feet from ground level to reduce the risk of primary union, which appears to be a poor junction and potential hazard that encourages rot and decay to fail. The trees location close to the railway line and well used footpath is a concern for residents who not want to lose the tree due to its own failure supporting an increasingly impressive canopy.

    11 VALLEY ROAD, CHANDLER'S FORD, EASTLEIGH, SO53 1GQ

1 No. Oak (297-E) - Remove growth from trunk to height 3m. Growth consists of five lateral branches all from the south west side of the Oak's trunk. This will rebalance the oak's previous shape, restore its historical crown height (~5m from ground level), increase light and prevent low branch obstruction.

1no. Redwood (T4, originates from no. 30) - Crown lift of bottom 9 branches, to increase the amount of light reaching ground level. This is necessitated due to the dense nature of the tree's branches. This amounts to no more than a crown lift of 1m.

    17 FOREST CLOSE, CHANDLER'S FORD, EASTLEIGH, SO53 1NB

1no. Silver Birch (T1) - Dismantle the to ground level. Replant with new Silver Birch as like-for-like replacement. Tree is in decline and is shedding significant deadwood from canopy. Main stem has an old major pruning/wound point with significant dysfunction and deterioration around the union. Remaining upright stem originates above this compromised area, creating potential structural weak point. The pronounced change in stem direction also places additional mechanical loading and leverage on weakened section, particularly during high winds.
