T1 is currently in an advanced state of physiological and structural decline. Visual inspection from ground level reveals severe canopy thinning and widespread tip dieback throughout, which is strongly indicative of Ash Dieback (Hymenoscyphus fraxineus). The canopy contains a significant volume of major deadwood. While we recognise that deadwood removal is exempt under TPO regulations, its presence highlights the tree's overall trajectory and poor health. Furthermore, multiple cavities displaying extensive decay are visible from ground level, alongside several structural snap-out points where major limbs have previously failed. Given the structural defects, internal decay, and loss of structural timber, the tree exhibits unnatural movement during high-wind events, raising serious concerns regarding full or partial failure. While the main stem sits on the boundary, both properties (No. 15 and No. 16) and their outbuildings - specifically the garage at No. 16 - fall squarely within the tree's fall-zone target area. RSL therefore proposes the following management intervention: 1. Crown Reduction: Reduce the entire canopy by 3m-4m, cutting back to suitable, viable secondary lateral growth points to reduce wind sail and mechanical leverage on compromised limbs. 2. Crown Clean & Maintenance: Remove all major deadwood, damaged/snapped growth, crossing and rubbing branches, and heavily decayed limbs to eliminate immediate drop hazards. Objective: The primary goal of this specification is to alleviate weight and mechanical stress on compromised structural points, stabilising the tree and mitigating public safety risks as far as reasonably practicable, short of total removal, while it continues its natural decline.
