The process from here
The applicant withdrew this application before the council decided it, so it carries no planning weight and no fee refund is automatic. Withdrawal often follows officer feedback that a refusal was likely.
The applicant is free to submit a revised application at any time, and many withdrawn schemes return in amended form, so the site is worth watching if the proposal affected you.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

T1 Yew - Crown reduce to previously reduced points ( by c 4 m in height and up to 2m in width leaving tree 6m high with 2.5m radial width) - This tree stands within 2 m of fabric of building and pruning required to access House from rear as well as taking branches away from fabric of building. This work has been undertaken 3 times before in last 20 years and is primary way of managing a potentially substantial tree in such proximity to a dwelling. A number of stems have chicken of the wood decay fungi and the deterioration of these stems is a potential hazard to the owners and another reason to maintain the tree at its compact size.
