Discharge of condition 2 of previously approved application LA06/2024.0665/F which states :- A final Construction Environmental Management Plan (CEMP) must be submitted to and agreed in writing by the Council, prior to the commencement of the development hereby approved. The CEMP must include potential pollution sources and pathways and all pollution prevention measures detailed in the Outline CEMP (AG Wilson – Aug 2023) and incorporate the recommendations of WMU in its consultation response dated 25/10/24. The approved final CEMP shall be adhered in full, unless otherwise agreed in writing by the Council. Reason: To ensure the project will not have an adverse effect on the integrity of any European site. 1) Cover Letter 2) Documents A through J (including J1 through J34)

    Discharge of Condition 6 of previously approved application LA06/2021/1220/F which states - Prior to the occupation of the proposed development, a Verification Report shall be submitted to and agreed in writing by the Council. This report shall demonstrate that the remediation measures outlined in the Pentland Macdonald report; Contamination Assessment and remediation strategy, Castle Lane, Comber referenced PM19- 1137 and dated December 20219 have been implemented. The Verification Report shall demonstrate the successful completion of remediation works and that the site is now fit for end-use (Residential with Plant Uptake). It must demonstrate that the identified potential pollutant linkages are effectively broken. The Verification Report shall be in accordance with current guidance and best practice. In particular, this Verification Report must demonstrate that: • The final site layout including areas of hardstandlng, gardens and soft landscaped areas are as specified in the Site Plan Proposed Drawing No. 03A. • The emplacement of capping layers across gardens and landscaped areas is as specified: In garden areas- 1m capping layer comprising a capillary break layer of a minimum of 300mm of granular material; overlain by 700mm of clean subsoil and topsoil and in soft landscaped areas- the emplacement of a 0.5m thick capping layer of glean gravel/ subsoil topsoil. All material used in the capping layers must be demonstrably proven suitable for use. • Gas protection measures have been installed in line with a Characteristic Situation 2 scenario which attain a gas protection score of 3.5 (Table 4, B88485) and shall include two or more of the following measures: • Concrete floor slabs; • A proprietary gas resistant membrane installed across the entire footprint of the buildings; • A passively ventilated under floor void. The verification of the gas protection measures shall follow CIRIA C735 Good Practice on the testing and verification of protection systems for buildings against hazardous ground gases.
