Proposal
Erection of a coffee shop drive-through restaurant, car parking, access and associated works. Discharge of condition 3 of LA06/2021/1284/F which states, "Prior to the occupation of the proposed development, the applicant shall provide to the Council, for approval, a Verification Report. This report must demonstrate that the remediation measures outlined in the Contaminated Land Assessment (Phase 1 PRA, phase 2 GQRA and outline remediation strategy) Castlebawn (Hawksbay Retail) Commercial development, Prepared by MCL Consulting, referenced P1702-2 and dated September 2018 have been fully implemented. The verification report shall demonstrate the successful completion of remediation works and that the site is now fit for end-use (commercial end use). It must demonstrate that the identified potential pollutant linkages are effectively broken. The Verification Report shall be in accordance with current best practice and guidance as outlined by the Environment Agency. In particular, this Verification Report must demonstrate that: (a) A final site layout is included which confirms the location and depth of all areas of soft landscaping. All material brought on the site for the soft landscaped cover system shall be accompanied by traceability documentation and shall be demonstrably proven to be suitable for the end use. (b) Gas Protection measures shall be incorporated into the building in line with Characteristic Situation 2 (CIRIA C665) and achieve an end use score of 2.5 under BS8485."
