Discharge of Condition 4 of planning approval LA06/2020/0014/F, which states 'No development activity, including ground preparation or vegetation clearance, shall take place until a final Construction and Environmental Management Plan (CEMP) has been submitted to and approved in writing by the Council. The approved CEMP shall be implemented in accordance with the approved details and all works on site shall conform to the approved CEMP in perpetuity, unless otherwise agreed in writing by the Council. The CEMP should identify the perceived risks to the aquatic environment, potential pollution pathways and mitigation measures to negate such risks. It should include: a. Construction Method Statement(s) - including details of construction and excavation; b. Pollution Prevention Plan; including details of a suitable buffer between the location of all construction works, storage of excavated spoil and construction materials/machinery, any refuelling, storage of oil/fuel, concrete mixing and washing areas and the watercourses/ponds within or adjacent to the site; c. Site Drainage Management Plan; including Sustainable Drainage Systems (SuDS), foul water disposal and silt management measures; d. Environmental Emergency Plan; including details of emergency spill procedures and regular inspections of machinery onsite'.
