Demolition of the existing three-storey former bank building at 21–23 High Street, Carrickfergus, and erection of a three-storey visitor centre of approximately 1,005 sq. m, comprising reception and tourist-information facilities, retail space, interpretation and exhibition galleries, an audio-visual experience, education and sensory spaces, public toilets including accessible and Changing Places facilities, flexible multipurpose and event spaces, kitchen facilities, staff offices and welfare accommodation, and an external terrace overlooking Belfast Lough and Carrickfergus Castle; together with the reconfiguration of the adjoining High Street car park, provision of coach drop-off and accessible parking facilities, pedestrian and cycle access, refuse and servicing arrangements, landscaping, public-realm works, drainage, utilities and all associated site works
