What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About lawful development applications
How this application type works
A lawful development certificate is a legal determination, not a planning judgement. It asks the council to confirm either that existing use or works are lawful, often through the passage of time, or that a proposal would not need planning permission at all. The applicant must prove the facts; the merits of the scheme are not considered.

6 Kingswood Lane Kings Worthy Winchester Hampshire SO23 7XT
The mature Sycamore tree located within the rear garden has grown to a size where several branches are now overhanging and directly encroaching upon the roof of the property. There is increasing concern that continued growth and branch movement, particularly during periods of high winds or adverse weather, could result in damage to roof tiles, guttering, fascia's and other roof structures. In addition, ongoing contact between branches and the roof has the potential to cause abrasion and long-term deterioration of roofing materials, leading to avoidable maintenance costs and potential water ingress. Permission is therefore sought to undertake a sympathetic crown thin by 10% and reshaping of the tree to provide adequate clearance from the roof and prevent future damage to the property. The proposed works are intended solely to manage the tree's size and spread in relation to the building, whilst retaining its overall amenity value, health, appearance and contribution to the local environment. The crown thin would be carried out in accordance with good arboriculture practice by a suitably qualified tree surgeon, ensuring the long-term health and structural integrity of the tree are maintained. The requested works represent a proportionate and preventative measure to mitigate the increasing risk of property damage and to ensure the safe coexistence of the tree and the adjacent dwelling.
