Proposal
Back garden on a steep hill and consists of 4 'levels'. Top-level was about 10m wide and 3m deep. We have lowered (about 0.5m) the height and extended (about 3m) the depth of the top level. This necessitated raising the height of the wall dividing levels 3 and 4 from about 1m to 2m. From reading details on the panning portal I didn't believe I needed planning as I was actually lowering the ground level of the top level of the garden. Most other gardens in the street have done similar works and neighbours confirmed no consent was obtained / necessary. We were also visited by one of your inspectors during the works who confirmed he had no concerns and we did not require any consent. However, we were subsequently contacted and visited by another of your team who felt that consent was needed and asked that we submit a retrospective app.
