What withdrawal means
The process from here
The applicant withdrew this application before the council decided it, so it carries no planning weight and no fee refund is automatic. Withdrawal often follows officer feedback that a refusal was likely.
The applicant is free to submit a revised application at any time, and many withdrawn schemes return in amended form, so the site is worth watching if the proposal affected you.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

Squirrels Folly 5 Silwood Close Winchester Hampshire SO22 6EN
As discussed and recommended by approved tree surgeon. The application is to reduce the height and spread of yew trees 1-4 on the plan in the back garden of 5 Silwood Close by 1.5 metres and remove epicornics on the trunks. The same application is made for yew tree 5 on the plan which crosses the boundary of property number 5 and 6 ( for work to the tree on the side of number 5) as agreed with homeowner at number 6 The proposed works involve a reduction in height of approximately 1.5 metres to the protected yew trees. This is intended as routine maintenance to ensure the trees remain in proportion to their surroundings and continue to contribute positively to the landscape. The reduction is to help to manage excessive shading and maintain a reasonable relationship between the trees and the adjacent property/garden space, without significantly altering their overall form or visual amenity. The proposed reduction is modest in scale. The work will retain the natural shape and character of the trees while promoting healthy, sustainable growth. No work has been done on these trees since 2017. All works will be carried out in accordance with good arboricultural practice and relevant guidance, including BS3998 standards, to ensure the long-term health and structural integrity of the trees is maintained The aim of the proposed works is not to remove or significantly alter the trees, but to manage their size in a controlled and proportionate manner, maintaining a balance between their health, visual contribution to the area, and the practical use of the surrounding space
