What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About prior approval applications

How this application type works

Prior approval applications arise where permitted development rights already grant the principle of the work, such as larger home extensions, changes of use to housing or agricultural buildings. The council may only consider the specific matters set out in the rules, for example transport, flooding or appearance, and in many classes the work may proceed if the council does not respond within the deadline, commonly 56 days.

2 Lanham Down Cottages Lanham Lane Winchester Hampshire SO22 5JS

There are a number of multi stem Beech trees around nine which are located in the rear gardens of no 1,2 and 3 Lanham Down cottages. The canopy overhangs into the garden of our neighbours in Pine Cottages and smothers their building with leaves and branches which are touching her roof. The roof is covered in an algae. The overhanging branches and leaves block out natural light from reaching the rear gardens and properties in Lanham Down Cottages. The middle terrace no 2's most rear room the lounge is completely dark on a sunny day which means excessive use of artificial light. The works would involve raising the canopy up approximately 6 meters along the rear of the 3 terraced properties. Hopefully this is deemed as the most sensible approach and creating the minimal amount of harm to the trees. Our neighbours in Pine Trees have stated that they will not object to the planning. The tree surgeon that would be carrying out the works is Colin Luff. (Amended)
