The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

(prev submitted as 22/00555/TPO) This application relates to a group of 13 small juvenile trees (hazel and sumac) in an overgrown corner of our garden that have self seeded around 3 established apple trees. We wish to remove these (all less than 10cms in diameter) that are impinging the growth of the fruit trees. In addition to these smaller trees we also wish to remove: 3 sycamores (3 on the boundary and overhanging neighbour's garden) T1, T2, T3, 1 elm T4, 1 fir T5. Trees 1-5 are all very close to the boundary and in the shade of the well established overhanging trees in The White House garden. They are not thriving.
