Replace the reasons section with this: Reasons for the works: The tree carries significant deadwood and excess end weight on several overextended lateral limbs. These limbs extend directly over a communal garden that is in daily use by residents and children, who play in the space beneath the canopy. There is a real concern that a deadwood or overloaded limb could fail and fall into an area occupied by young children. The proposed works are intended to reduce this risk of limb failure and to maintain the health and structural integrity of the tree, while retaining its amenity value. No reduction in height is proposed and no felling is involved, so replacement planting is not applicable.
