This application is requesting a change of use for an underutilised railway arch from Class E(d) / E(g) / B8 to a flexible mixed-use comprising Class E and Sui Generis (drinking establishment with expanded food provision) to enable the applicant to operate as i) a social enterprise providing a community hub for informal peer-to-peer mental health support and suicide prevention initiatives (including collaboration with the charity Andy's Man Club), ii) a caf??/workspace during weekdays, iii) a taproom and restaurant during evenings and weekends (for which we already have a premises licence and food licence approved by Wandsworth Council). The proposal concerns a single-story railway arch off Queenstown Road, with 144.70 sqm gross internal area (within a corrugated metal lining which fully protects the brick fabric of the viaduct) and 48.49 sqm land area that is entirely within the railway arch overhead. The unit was most recently occupied as a commercial gym (Class E(d)). This use ceased c.6 months ago due to a saturation of similar leisure offerings, including five other commercial gyms along this specific stretch of railway arches and its immediate vicinity, leading to the previous tenant???s financial unviability. The failure of the previous use demonstrates a clear need for a more diverse and flexible offering to ensure the long-term economic sustainability of the arch. Works include the installation of an internal mechanical extract ventilation system (with carbon filtration for odour control), the installation of a glazed frontage behind the existing shutter and the provision of sanitary facilities. This proposal is directly supported by the Wandsworth Local Plan Policy LP36 (Railway Arches), which explicitly mentions microbrewery tenants and Sui Generis use being supported, as well as the importance of community uses. This proposal is also fully supported by the Government???s recent Budget and Hospitality Support Package, aligning with plans for ???loosening planning rules??? and ???licensing reform??? designed to support later operating hours, unlock hospitality growth and restore community pride. In January 2026, Wandsworth Council formally granted Live Fast Brewery a full Premises Licence for the proposed Sui Generis use and operating schedule. This follows a rigorous vetting process and a mandatory 28-day statutory consultation with all responsible authorities (including Environmental Health and the Metropolitan Police) and the local community. The successful granting of this licence is evidence that the proposed hours and management plan are entirely appropriate for this location, passing stringent statutory tests regarding public nuisance, noise and footfall. Notably, zero objections were raised by either the responsible authorities or the public during this process, demonstrating the project???s compatibility with the neighbourhood???s amenity and alignment with the council???s vision for a vibrant, well-managed evening economy.
