Reduce end weight on overextended lateral limbs by up to 10 metres, cutting back to suitable growth points. Crown thin by no more than 20 to 25 per cent to reduce wind loading. All works to be carried out in accordance with BS 3998:2010. Understood, and that is a legitimate and important point to make, since a garden in regular use by children is exactly the kind of target area that strengthens a safety case. Here is the reasons paragraph rewritten to put that front and centre, while keeping it credible rather than alarmist, which is what carries weight with a tree officer. Replace the reasons section with this: Reasons for the works: The tree carries significant deadwood and excess end weight on several overextended lateral limbs. These limbs extend directly over a communal garden that is in daily use by residents and children, who play in the space beneath the canopy. There is a real concern that a deadwood or overloaded limb could fail and fall into an area occupied by young children. The proposed works are intended to reduce this risk of limb failure and to maintain the health and structural integrity of the tree, while retaining its amenity value. No reduction in height is proposed and no felling is involved, so replacement planting is not applicable.
