The process from here
The applicant withdrew this application before the council decided it, so it carries no planning weight and no fee refund is automatic. Withdrawal often follows officer feedback that a refusal was likely.
The applicant is free to submit a revised application at any time, and many withdrawn schemes return in amended form, so the site is worth watching if the proposal affected you.
About full applications applications
How this application type works
A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

G1 - Group of mature lime trees. In good health. Proposing to reduce in size by 4-5 meters all round, and remove epicormic growth. Purpose of reduction is to avoid any snap outs in the future, and to keep them at a reasonable size. G2 - Group of hornbeams. In good health. Proposing to reduce back to previous points, top and sides to re-establish hedge form. Reducing top by 5-6 meters, and side in accordingly. They are too big for where they are now, the neighbours are complaining. Originally they were planted to be a hedge.

T1 - Weeping Willow T1 - Weeping Willow - the tree displays significant basal hollowing damage associated with historic wounding with established perennial fruiting bodies, saprophytic in status. The remaining residual wood estimated AGL is estimated at 45%. The surveyors prod dropped below ground level by 300mm indicating the loss of ripe wood and central root plate. The bifurcation at 2.00m displayed significant saprophytic fructification which indicated deadwood presence at 'tension' point of bifurcation. This may be a possible weakness as the aforementioned basal hollowing spreads up the main stem and is potentially connected. Fell due to unsuitability, structural compromise and the current and future possible damage to property. Remarks:
