The process from here
The applicant withdrew this application before the council decided it, so it carries no planning weight and no fee refund is automatic. Withdrawal often follows officer feedback that a refusal was likely.
The applicant is free to submit a revised application at any time, and many withdrawn schemes return in amended form, so the site is worth watching if the proposal affected you.
About heritage and listed buildings applications
How this application type works
Heritage applications concern listed buildings and conservation areas. Listed building consent is needed for works, inside or out, that affect the special interest of a listed building, and carrying out such works without consent is a criminal offence. The council weighs harm to the heritage asset against any public benefit of the proposal.

5 Yew Tree Mews, Abingdon, OX14 1EA
The tree is on property at 5 Yew Tree Mews but overhangs the parking space of No.6 Moorland Court. The tree is regularly maintained by Crosscut Tree Surgeons and was last reduced in 2007. Due to expense I have work done every 10 years. The application is being made purely as a result of the owner of the parking space complaining about pigeon droppings on his car. He is requesting removal of horizontal branches to reduce droppings. The birds roost in all branches. My personal opinion is the birds are the problem, not the tree.
