The non-material amendment is to introduce and formalise a sequence of phases to the development, involving Phases 0 (enabling/demolition), 1 (Blocks A and B) and 2 (remaining development Blocks C, D,E and F) alongside temporary works and other minor landscape adjustments to facilitate the phasing approach.
