Arboricultural justification- One primary stem is exhibiting a significant tear and structural weakness at the union, increasing the likelihood of stem failure under continued wind loading and canopy weight. The proposed reduction and partial dismantling works are therefore considered necessary on arboricultural and safety grounds in order to reduce mechanical stress, weight loading, and sail area acting upon the affected stem which in turn will increase the likelihood of whole stem failure.     Lime (T1) - I am writing to give formal notice under the five day exemption for urgent works to T1 Lime at Warberry Lodge, Higher Warberry Road Torquay TQ1 1SD. The tree is a lapsed pollard that has recently suffered a catastrophic limb failure, resulting in the loss of approximately half of its crown. The failure has exposed extensive, structurally unsound wood at the historic pollard head and left the remaining crown severely imbalanced, with significant torsional loading on the remaining scaffold limbs. The remaining structure is now asymmetrical and unstable, subject to further unpredictable failure, compromised at the old pollard points, and located directly above a regularly occupied garden with pedestrian access beneath the crown. Given the scale of the failure and the compromised structural integrity of the remaining crown, the tree now presents an immediate and unacceptable risk. The situation meets the criteria for urgent works under the exemption. The tree is a lapsed pollard. Although decay is present within the historic pollard head, the management option is to reintroduce the pollard cycle. Re-pollarding will significantly reduce crown mass and place greater leverage on the weakened pollard head, lowering the risk of structural failure while retaining the tree within the landscape. However, it will also add extra stress from heavy reduction and heat waves, possibly causing the tree to weaken further.

Deadwood is present in the crown, posing a risk to the garden and adjacent access areas. The proposed works are necessary to mitigate foreseeable risks arising from structural defects, decay and branch failure potential whilst retaining the long-term amenity value of the trees wherever practicable. T001 Holm Oak (Quercus ilex) Current crown radius: 14m (approximate crown spread 28m). The tree exhibits Ganoderma-associated basal dysfunction and extended lateral growth. It is proposed to reduce the extended lateral limbs by approximately 2-3m, resulting in a post-pruning crown radius of approximately 11-12m (crown spread 22-24m), together with the removal of deadwood. These works will reduce end-weight loading and improve structural stability whilst retaining the tree's significant landscape contribution. T002 - Monterey Cypress (Cupressus macrocarpa Current crown radius: 8m (approximate crown spread 16m). The tree contains a structurally weak co-dominant stem with included bark overhanging the adjacent highway. Consent is sought to remove the defective stem only. The retained stem will continue to provide screening and amenity value, with the overall crown spread reduced proportionately following removal of the defective leader. T003 - Please accept this as the revised specification: Selectively reduce the crown by 1-2 metres to leave a radial spread of approximately 8 metres, pruning to suitable growth points to retain a natural, balanced and symmetrical crown while maintaining the tree's natural character. T004 - The tree survey identifies an included union within the main stem of the tree. This is the defect referred to in the survey, and the recommended works relate to managing the associated risk.

    T1 - Mature bay tree. Tree is leaning against an old stone boundary wall, on the other side of which is a building owned by a neighbour. The tree is growing in the only direction it can to chase light and has ended up heavily weighted, with the entire canopy overhanging the property. It shows signs of stress or damage at the base due to a dry cambium layer and peeling bark, and the tree is co-dominant from ground level to approx 4-5ft. I do not believe the tree to be entirely sound in itself and it is relying on the wall to remain standing. Application is to dismantle the large stems to ground level, or close to, and leave the new, smaller growth at the base to form a new tree that can be more easily managed. T2 - Semi-mature chestnut, the smallest in a row of 3 trees. Tree has no leaf or any signs of budding, appears brittle and unlikely to recover. Overhanging driveway. Dismantle tree to leave a 3.5-4m habitat stem, with final cuts made at the first union.
