The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

T1 - Oak: Fell to near ground level. Reasoning: The oak has previously been heavily topped, resulting in a reduced canopy consisting of mainly epicormic growth. The tree is in decline, with an estimated 30?40% of live cambium remaining. The main stem shows signs of significant decay, which compromises its structural integrity. Due to the combination of stem decay and weak regrowth, there is an increased risk of failure. Further reduction is not considered appropriate, as it would not address the existing structural issues and would likely lead to further decline.

We have been advised to notify you of our intention to reduce the height and width of 1 x Chestnut tree within the Conservation area owned and managed by Torbay Coast and Countryside Trust as per a map I wish to send you. The advice received is to not remove more than one quarter of the trees canopy so that it has enough energy to survive which would suit our needs. The tree currently stands approximately 60 feet tall and would benefit from this reduction. The tree is abutted by Ash trees which I believe may be removed or reduced in the near future. Teign Trees would be commissioned to complete the works and I have contacted Chris Lingard, Countryside Manager, at Torbay Coast & Countryside who has said we would have his permission upon approval of this application to yourselves. He has advised that the Tree is not under a TPO. Teign Trees are a qualified, trained, competent and appropriately Insured Arborist who we have consulted on other recent works and whom we trust.
