What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About householder applications

How this application type works

Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

We want to remove the tree down to approximately 3m from ground level. After ongoing review its deemed necessary to dismantle and remove the tree due to its disease and no long term viability. T001 - Monterey Cypress - as in Hi-Lines report. 2021: The initial assessment noted a minor deterioration from the previous year, with the tree displaying sub-optimal vitality and crown density. This decline was accompanied by increasing levels of deadwood throughout the crown, with Old Mill Road identified as the primary high-occupancy target. 2023: Dysfunction within the crown had noticeably increased, with only approximately 50?60% of functional crown remaining. Infection by Seiridium cardinale was suspected. A large, upright, central primary limb, biased to the west, was confirmed dead and exhibited torsional splitting; this limb was somewhat sheltered by the remaining canopy. The increasing crown dysfunction was most visible over the driveway leading to Hyperion. 2025: The most recent inspection confirmed no significant change in the overall status or risk assessment of the tree. The dead primary limb was removed after the previous assessment as recommended. However, minor additional deterioration and the advancement of Seiridium cardinale symptoms were recorded, necessitating continued close monitoring. The long-term viability of this tree remains questionable and the requirement for its removal is highly likely.

Monterey cypress T1 and Lawson cypress T2 - crown reduction by a maximum of 2 metres. Both are in very limited space and are already damaging garden furniture. T1 was heavily reduced on one side by the utility company, as BT cables pass through the crown. Reasons: The tree?s root system has displaced and damaged the adjacent stone and brick walling, creating structural issues and minor trip hazards. The crown currently encroaches over the patio and wall, increasing debris fall and obstruction. The proposed works are intended to manage foreseeable conflict with built structures and reduce nuisance while retaining the tree?s overall form and contribution to the setting. The intervention is proportionate and consistent with BS3998 and NTSG principles, addressing specific areas of conflict without imposing excessive reduction.
