Awaiting decision Three Rivers 26/1318/TPO Trees

Works: Trees

Still open. Anyone can comment while the consultation period runs, and comments go to the council rather than to us.

Proposal

Beech (T8) - Whole crown reduction by 4 metres in order to reduce the risk of limb failure and improve the overall structural balance and form of the tree. This is in line with the approval of a reduction in height for the same amount for beech (T5) which is a very similar tree and next to T8 (LCS/26/0564/TPO). Beech (T11) - Reduce overhanging branches growing towards the house in order to provide 2 metres of clearance. This will reduce the risk of limb failure especially as these overhang a residential garden that is used by a young family. This was previously granted in LCS/18/1899/TPO, but the application has lapsed.

What happens while it is decided

The process from here

This application is with Three Rivers for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.

The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.

About trees applications

How this application type works

Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

Identification of Trees: All identified trees are contained in the attached tree condition report and labelled T1 to T13. All of these trees, apart from T1, T12 and T13, are covered under TPO016 and ownership therefore differs: T1 is located on the pavement of Uplands and the ownership and responsibility lies with Hertfordshire County Council. T2 to T10 lie within the boundary of 1 Uplands and therefore ownership is with the homeowner. T11?s location is difficult to determine whether it lies within the boundary line of 1 Uplands or whether it is located on Copthorne Road. To note, Copthorne Road is not covered by TPO016 and is a private road owned by the residents. T12 and T13 are located on Chess Vale Rise which is also a private road owned by the residents and not covered by TPO016. Description of Works: Please note that a detailed description of the works is provided in the attached document named 'Tree Report' due to the character limit within this section. However, below is a brief overview of the works being requested in line with the tree condition report supplied by Abbots Arborcultural Advice that is attached: 1. Beech (T1) - Fell, but responsibility of Hertfordshire County Council 2. Beech (T2) - Maintenance work 3. Hawthorn (T3) - Fell 4. Beech (T4) - Maintenance work 5. Beech (T5) - Maintenance work 6.
