What happens while it is decided
The process from here
This application is with Three Rivers for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.
The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.
About full applications applications
How this application type works
A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

T1: Lime . Re-pollard to historic wounds for the purpose of good management and more light into rear garden. The amount the Lime tree is being reduced by is approx 2-3m all over. We will also remove all growth that has occurred since the tree was pollarded last time ( not by us). This will leave the scaffold of the tree to regenerate I have supplied an annotated photo within the application to make this easier for you to see. The scaffold of the tree comprises of the thicker stems and what I am proposing to to is to remove all of the finer shoots.

The client would like to have the large horse chestnut tree (T1 - on sketch plan) removed. This tree has been previously managed by a number of crown reductions to help make the tree more compact and reduce its encroachment on the garden and neighbouring gardens as there has been previous concern due to cracking of bark and appearance of dead wood. This tree has subsequently continued to decline, now presenting with a number of fungal fruiting bodies (see pictures 1, 2 & 3) this tree also presents flaking bark, deep fissures and cracks in the bark and large-scale loss of bark on the main upright stems and unions. The client has also noted bleeding from the tree and an almost non-appearance of conkers, and in addition that the leaves of the tree have been falling throughout the year from initial appearance of leaves which have spotted black rings on their surface. The client is concerned that the tree, or parts of the tree will fail, given the proximity of the tree to the property and to the neighbouring properties, and its very large relative size, it is highly likely that failure would result in serious damage to properties and potentially the occupants some of which are children who play in the neighbouring gardens. On the above basis the client would like the tree to be removed, to remove any risks of possible damage.
