The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

5 X LIME. Tiliax europaea (G15). Pollarding Each year these trees exude a sticky sap which falls on our cars and those of our neighbours at No.186. The sap covers the exterior of the cars, gets in the window opening/closing mechanism and attracts wasps. This increases our risk of being stung. In addition, the trees significantly reduce the amount of light in our kitchen when they are in leaf. The main problem, in essence, is that the trees are unsuitable for this location, being too many in number, too close together and having too large and dense a canopy. Pollarding them will significantly reduce the production of sap and leaf cover without harming the trees. Our trees have a bigger impact on our neighbour's cars because their parking area is limited. I should like to apply for a renewal of the 5 year consent, last granted in 2019, to pollard the trees annually.

TPO760 T50 Mature oak tree has died. We request permission to remove all branches to just leave the main trunk. Over recent years the tree has been progressively later to come into leaf and earlier to lose its' leaves than the adjacent mature oak. This year the tree has not produced any leaves at all. A local tree surgeon, Tom from T's Trees has inspected the tree and does not believe the tree trunk to be hollow. Photo2 shows damage around the trunk, which may be related to the tree's death. This damage was there when the current owners moved in.
