The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

All 3 Lime trees are being re-pollarded to leave standing trunks of approx 5m. These trees have grown to almost touch the main house and are casting a shade on smaller plants below and preventing their growth. Horse Chestnut - propose to raise the crown to 5.5m above the ground level. Branches have grown to obstruct large vehicles entering the property.

The application relates to work needed to 3 trees under a general TPO. The follow plan identifies the trees T1, T2, T3 T1 Willow - Fell to level where there is no further rot to allow to grow back This is beautiful weeping willow which was made up of two main trunks. During September this year, one of these trunks fell and crushed our green house. A tree surgeon removed the fallen tree and during their assessment confirmed that this had been caused by rot in the main trunk of the tree. Their assessment is that there are 2 remaining risks 1) its likely the rot will exist in the remaining trunk and 2) significant imbalance increasing the risk of the fall. The advice was to unfortunately cut back the remaining trunk down to a level where the rot stops to try and let it regrow. T2 Plum Tree: Fell to ground level due to fungus, no recent growth clearing to give other trees and bushes space to grow T3 Spruce: Fell to ground level as increasingly leaning into neighbours, routes now above ground of lawn, and damaging walled boundary

2 trees have deep roots on a clay soil that has coursed subsidence to the house Therefore trees as per structural report and soil report need removing. Tree surgeon will only cut trees to a stump and on a monthly bases treat the roots so that no further damage is made to the house.
