The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

The tree is a copper beech tree. It is in my neighbours garden, at the bottom of their garden. However it is right next to the boundary of my garden and their garden. The tree is extremely large and hasn't been maintained for several years. The last time planning permission was sought for this tree was in 2009, 15 years ago. It has been allowed to grow to such proportions that I am now very concerned about this tree potentially falling on top of my house and causing significant damage or injury to my family. On top of this, due to the size of the tree it is now blocking the light in my kitchen for a significant proportion of the day so I have lost my Right to Light. I am applying to reduce the canopy by up to 2m. HAR/CA10.

Pine - removal - tree species is very big for narrow back garden location. Difficult species to crown reduce to control size / maintenance. Concidering the garden has an other established tree and smaller stock we felt the removal was justified if tree was replaced with something smaller. HAR/CA36.
