The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

T1 small Cherry Fruit Tree - fell as low amenity value and owners wish to plant a hedge along this northern boundary also front garden is well stocked with trees and shrubs. Fell T2 small shaped Conifer to front left hand corner of house too close to ground floor rooms and is blocking light, replant similar (possible transplant) along southern boundary nearby. Fell T3 Cherry Fruit - roots are coming through above ground level causing nuisance such trip hazard and difficult to cut lawn no replanting as rear garden has many trees further to rear. Pine - removal - tree species is very big for narrow back garden location. Difficult species to crown reduce to control size / maintenance. Concidering the garden has an other established tree and smaller stock we felt the removal was justified if tree was replaced with something smaller. HAR/CA36.
