Proposal
The proposal comprises the demolition of the former air raid shelter which adjoins the west elevation of the 'middle' school building. The infant outdoor play area is significantly undersized and the additional space from the removal of the former air raid shelter will generate much needed improvements. The air raid shelter is not fit for purpose having no natural light and ventilation. Furthermore, the shelter has fallen into a poor state of disrepair with defective brickwork and significant corrosion to the roof steel members supporting the roof slab. Additionally, a reconfigured bin store arrangement will occupy the previous bin store area (see drawings PL01 & PL02).

Variation of Condition 15 of DC/070682 to read as follows:- No dwelling hereby approved shall be occupied until detailed drawings of the site entrance, access road and pedestrian walkways within the approved development, which shall include the following details, have been submitted to and approved in writing by the local planning authority:- (i) A general arrangement / layout, based on a topographical survey and to a scale not less than 1:500, showing the entrance, carriageway and footpaths; (ii) A general site layout, showing the proposed buildings and boundaries, together with existing and proposed levels and entrance visibility splays; (iii) Longitudinal sections along the centre line and channel lines of the proposed road and footpaths showing the existing ground level and proposed road / path levels; (iv) Typical highway cross-sections, showing a specification for the entrance, carriageway and footpaths; (v) Full details of the surface water drainage proposals (including details of the main drainage system and any sustainable urban drainage or attenuation systems); (vi) Details of all proposed street lighting (which should use wildlife appropriate luminaires, task specific lighting and include the height of columns/mounting), signage, markings, structures and street furniture. No part of the development shall be occupied (unless otherwise agreed in writing by the local planning authority) until the site entrance, access road and footpaths have been constructed in accordance with the approved drawings and are available for use. Any visibility splays formed shall thereafter be kept clear of any structure, object, plant or tree exceeding the height specified on the approved drawings.
