Proposal

The use of the land and buildings edged red on the submitted plans as a single dwellinghouse (Use Class C3), occupied and used separately from, and otherwise than in connection with or ancillary to, the occupation and use of 56A North Street.A certificate is sought in respect of the following: 1. Use as a single dwellinghouse. The two-storey cottage known as 56b North Street, Thame (also known as The Barn) has been used as a single self-contained dwellinghouse, occupied as a sole and principal residence independently of 56A North Street and 56 North Street, since approximately 2012. The dwelling comprises, at ground floor level, an open-plan living area, kitchen, bathroom and staircase; and at first floor level, two bedrooms, a landing and a WC. 2. Ancillary store and garden. The store room adjoining the dwelling has been used for domestic storage ancillary to that residential use. The enclosed garden has been used as private amenity space in connection with that residential use. Neither has been in independent use at any material time. 3. Access. The passageway leading from North Street has been used as the means of pedestrian access to the dwelling. 4. Breach of Condition 3 of planning permission P00/N0787. The occupation and use of the dwelling separately from, and otherwise than in connection with and ancillary to, the occupation and use of 56A North Street as a single dwellinghouse, constitutes a failure to comply with Condition 3 of planning permission P00/N0787 granted on 29 January 2001. A certificate is sought under section 191(1)(c) of the Act that that failure to comply is lawful, the time for taking enforcement action having expired. Each of the above relates to the land and buildings edged red on the submitted location and block plans, the whole of which is in the ownership of the Applicant.
