Proposal
I want to remove the tree completely and plant a new tree (possibly a weeping willow) in its place. The tree, which we think is a beech, is either completely dead or 80% dead (see Photo). It has been steadily losing branches over the past 3 years. This year only about 20% of the remaining canopy came into leaf, and the foliage all died by the beginning of June. We think the problem is that the ground in that spot is particularly marshy in winter - hence our plan to replace the tree with a weeping willow, which should suit the soil conditions. The tree will be cut down and the stump either ground down or dug out completely. The location of the tree is marked with an “X” on the Sketch Plan

The tree is a silver birch tree. Its location is shown in the plan attached. It is growing approximately 1m away from an overhead live electricity line which supplies mains electricity to my house (see photo). Every year the electricity company has to cut away all the growth on the western side of the tree, where it threatens to touch the power line. As a result, the tree has grown in a distorted way, with its canopy on one side only and with the weight of that canopy forcing the tree to lean to the east. I wish to remove the tree and plant a new silver birch which will be multi-stemmed (hence not growing as tall), approximately 2 meters to the east of where the current one stands. "Remove" means cut down and remove the stump by excavation.
