Permission granted. Work must normally begin within three years of the decision or the permission lapses.
Proposal
TPO 04S42/G1 Remove major deadwood and crown-lift Hornbeam overhanging garden shed of 14 Milldown Road, to a height of 3-4 metres agl as required, by removal of secondary growth only. Fell runt Lime. This tree has been historically suppressed by two trees. These were a Corsican Pine and Beech, both removed, with consent, well over a decade ago. (They were to the south of the Lime, hence the suppression.)

Open the documentsWhat a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

(They were to the south of the Lime, hence the suppression.) Matt Gulliford was aware that this tree was weak and suggested giving it the benefit of doubt, but if it did not realise its potential, then recommended felling. Unfortunately the leaders have never recovered and indeed are dead. As an individual tree, this Lime has marginal amenity value and it would appear, never will. The owners would like to remove it and replant with another Hornbeam to complement the Yew and Hornbeam already planted, to mitigate its loss and that of the two previously removed trees.
