Decided South Oxfordshire P26/S0905/TPO Works to TPO

Works: Trees

Decided. The decision notice on the council portal carries the outcome in full, including any conditions.

Proposal

I am applying to remove a TPO on a tree in my private garden, my garden is not a conservation area. Tree is not in great condition and branches are falling off it into my and my neighbours garden that are quite large causing a health and safety risk to life. Fallen branches have caused damage to my and my neighbours garden. The tree is now disproportionately large for its setting and is poorly suited to its current location. In its present form, it is of low overall quality, is not visually significant within the wider streetscape, and makes only a limited contribution to the character and appearance of the area. In recognition of the importance of maintaining tree cover, the homeowner is Simon Turner and Lorna Hayes are willing and committed to planting a replacement tree. It is proposed that this replacement would be: - A more appropriate species. - Planted in a better and more suitable location. - Better able to thrive long-term and contribute positively to local amenity. It is considered that this approach would result in a net benefit to the landscape, providing a healthier and more sustainable tree that is more appropriate for its surroundings.

T1 Horse Chestnut - Crown Reduction - Reduce the height and spread of the tree by up to 1.5 metres, approximately back to just outside the previous pruning points. Reduce the subdominant limb extending towards the property by up to 2 metres, back to just inside the previous pruning cuts. Crown lift to 4.5 metres above ground level by selectively removing lower branch tips. All works to ensure a natural, well-balanced crown. Reasons for works: The reason for the reduction is to manage the tree in line with the precedent previously set. However, the slightly more aggressive reduction of the subdominant limb on this occasion is intended to prolong the interval before further re-reduction is required and to create greater separation between the property and the tree, without compromising the tree's form or structural integrity.

T1 Horse Chestnut Twin stemmed from 4 metres Stem overhanging the drive has had a large limb fail due to a poor branch attachment with some decaying material present. The wound has revealed further decay of the stem from where it came. The growth above this wound is significant and very likely to fail at some point but is likely to be extremely vulnerable during weather events as we move into the Autumn / Winter period. We recommend reducing this stem to sound the wood below the damaged and decayed area, and reduce the remainder of tree to the same height by approximately 8 metres.
