After the decision

South Oxfordshire has decided this application; the outcome above is the register's own wording and the decision notice on the council portal carries the detail. More in our guide to what happens after a planning decision.

About householder applications

Householder applications cover work to an existing house and its garden, such as extensions, lofts and outbuildings, and cannot create a separate dwelling or change what the building is used for. More in our guide to planning application types.

(T1) Apple* - Reduce by 1.5 metres to suitable growth point to leave a finished spread of 5 metres and height of 6 metres. (T2) Conifer* (Dead) - FELL (remove). (T3) Beech - crown reduce height and spread by 1.5-2m to create a flowing outer canopy (diameter of final pruning cuts are not to exceed 30mm). All pruning cuts must be made at branch junctions, leaving sufficient live growth to maintain or enhance crown form. *Trees T1 + T2 are not protected by planning legislation as such Council consent is not worked to work on both these trees.

    P21/S3346/TPO Submitted 26 Jul 2021 0m away

T1 - Oak (Quercus robur): 1. Tree location is shown on the "Tree Location Plan" attached as appendix 1. 2. Landscape works are proposed within the root protection area of this tree which have the potential to impact on the tree's growing environment and may include some minor root pruning works. Details of these works and the proposed impact mitigation measures have been informed by arboricultural advice from Consulting with Trees (CwT) and include specialist construction specifications and methodology which are prescribed in the Caroline Butler Garden Design (CBGD) "Scope of works" document attached at Appendix 2. 3. The proposed landscape layout detail is shown on the CBGD "Masterplan" drawing which is attached at appendix 3. 4. Judicious pruning of the tree canopy is also proposed to help compensate for any potential impact to the tree's rooting environment, to enhance tree form and to improve compatibility of the tree with its setting and the use of the site as a residential dwelling. The Consulting with Trees "Pruning Schedule" is attached at appendix 4. Reducing lateral radial spread by approx 1.0-2.0m as necessary to balance the shape and canopy whilst ensuring appropriate clearance of the dwelling. The selective removal of the larger more extended lateral growth will be used to achieve a combined reduction and thinning of the outer canopy. The thinning of the canopy will seek to reduce foliage density by a maximum of 10% whilst achieving an even and natural appearance to outer and inner canopy density. The thinning operations will include a crown clean to remove any dead, damaged, weak or crossing branches. The crown will be lifted as necessary to achieve a clearance of approx 3.0m from ground level, avoiding removal of any limbs or large structural branches to source by removing secondary growth only. Implement a climbing inspection as part of these operations, paying particular attention to main unions and historic pruning wounds and report and findings using photographic evidence wherever possible. NB. A primary objective of these landscape proposals is to ensure compatible longevity of the TPO tree with its growing environment. The potential for compatible longevity has been historically compromised with the redevelopment of the site when the dwelling of Stepping Stones and its associated hard landscaping eg. driveway and parking, were constructed. The removal of all impermeable hard surfacing and replacement with permeable surfacing laid onto existing ground levels will provide an increased and enhanced rooting area for the tree whilst maintaining the practical functionality of the front garden space and provision of off street parking.
