Permission granted. Work must normally begin within three years of the decision or the permission lapses.

Proposal

T11 - Walnut Tree - the tree has showed progressive foliar decline of approximately 60% of the canopy density in April 2014 and a further 15% to date. Leaf is undersized and wilting. The tree displays a general asymmetrical form towards the north east (following a nearby fell) and is overhanging two properties. Some physiological circumstances (development) may have contributed to the decline. Percussive hammering on the southern basal area revealed hollowing of bark separated from cambium indicating vascular dysfunction. Below this area, there are possibly dead roots. Dark resin discharge present on south in 5-10mm vertical strips; present on base also. Resistograph drilling and readout (attached) indicates typical, slightly hardened cambium followed by brittle hardness ripe wood/hart wood. My feeling is that the vascular shut down has caused this. No significant structural decay was evident. Picture A shows virtual complete defoliation, remaining leaves undersized, wilting and anaemic. Picture B shows resin discharge on southern side of base. Possible phytopthora ramorum (bleeding canker) Walnuts are not the typical host species associated with bleeding canker. Research indicates that there have been occurrences of this. Recommendations: 1 x Walnut - fell to ground level using careful rigging techniques. All debris to be removed for ethical recycling and biomass fuel. Suggested replacement planting - 1 x Heavy Standard Acer campestre (Field Maple) at 14-16cm girth with a 3 year aftercare plan. T11 Walnut Spec: S15 Fell tree to ground level. Reason: R1 Sound arboricultural management Reason: R2 To ensure future compatibility with site, surroundings and usage Reason: R3 Limited safe useful life expectancy Reason: R4 To address potential hazard Reason: R6 Poor health, structural condition of form (delete as appropriate) Reason: R7 Close to building, services, road or public highway (delete as appropriate)

T1 - Field Maple - An impressive example. Very drawn and tall for species. No major defects were observed from ground level. Some deadwood present within the canopy. Recommend - remove deadwood, providing clearance to phone line and carry out climbing inspection. T2 - Red Oak - very tall and leggy typical of species. No visible defects noted. Some major deadwood observed and an over extended limb towards Shiplake Bottom. Recommend - Remove deadwood, reduce over extended lateral towards Shiplake Bottom by up to 2m to canopy profile. Reduce lateral canopy profile over garden up to 2m. T3 - Norway Maple - previously pollarded at 3-4m approx. The regrowth from these points look secure with the exception of one large lateral extending out over Shiplake Bottom. Recommend - Reduce over extended lateral over road, remove dead wood and carefully thin lower canopy to improve light levels throughout lower canopy (Not in TPO). T4 - Field Maple - mature example, showing signs of decline and reduced vitality. Numerous dead and broken branches observed with poor yearly extension growth. Reason for decline could not be determined during this visit given the trees condition and location the long term prognosis not not good. Recommend - fell to ground level and replant.

Scots Pine (T10) This specimen shows an extensive area of decay in the area of test. Consider extensive remedial treatment or complete removal. Monitor on a regular basis if retained for future structureal changes. Tree is within falling distance of main dwelling and would appear to have not coped physiologically with changes to its environment (house building and landscaping. The tree features reasonably vitality and extension growth. There is a secondary canopy which may potentially be used for veteranising this tree. The large pruning wound will effectively allow decay ingress which can be managed with further retrenchment pruning over the next ten years. I suggest a succession tree is planted with a suitable position being evident to the west of the site behind the existing tree, ideally another Scots Pine. Both pruning and planting to be carried out December 2014. T10 Pine Spec: S15 Fell tree to ground level. Reason: R2 To ensure future compatibility with site, surroundings and usage Reason: R4 To address potential hazard Reason: R6 Poor health, structural condition of form (delete as appropriate)

T1 - Scots Pine (front garden) - asymmetrical crown with dominant sub stem on potentially weak union. Recommend light reductiion of sub stem by 1.5m to reduce likelihood of failure/breakage. Reduce lateral over highway also by 1.5m. T2 - Norway Maple - front garden - lapsed pollard. No work required. Monitor. T3 - Scots Pine - front garden - suppressed and in decline with snapped leader. Fell. T4 - Holly - front garden - large Holly on boundary in good condition. Recommend prune away from building by 2m to provide clearance over building. Gr6 - Mixed species - 3 x Holly & 3 x Yew forming boundary screen. T11 - Norway Maple - Previous lapsed pollard at 2m, monitor. T12 - Scots Pine - Remove major dead wood and monitor. T13 - Norway Maple - rear boundary - monitor. T14 - Norway Maple - rear boundary - Lapsed pollard at 2m. Regrowth from pollard points showing weak formation and reduced vitality and safe useful life expectancy. Squirrel damage throughout canopy with large areas of exposed cambium prone to current and future decay (neighbours garden being main target in the event of stem failure). Desiccated fruitification on ground at base, most likely from this tree. Prescriptive works: reduce canopy by 4-6m and carry out veteranisation (coronet cuts and pruning to mimic natural storm damage). Please note the tree is located in an urban wildlife corridor that runs to the south east along the rear of nearby gardens. T1 - Copper Beech - Reduce branches by approximately 2 metres focusing mainly on lateral branches rather than the top. Lift canopy to provide statutory clearance over the road and clear from service cables. T2 - Tulip Tree - Reduce by approximately 3 metres to restore balance within the crown due to previous limb failure leaving the tree unbalanced. T3 - Horse Chestnut - Reduce by approximately 3 to 4 metres, leaving a natural flowing crown outline and remove major deadwood. T4 - To fell and remove 1 x Yew tree and install eco plugs to prevent re-growth.

T1 Copper Beech. Low canopy over road and footpath. To raise canopy to statutory clearances, (5.2m over road, 2.5m over footpath). To remove deadwood greater than 60mm over road and footpath, for safety purposes, minimising any chance for larger falling deadwood in windy conditions.

Ash (T2 of TPO 09/2019) - Reduce back crown over single storey block D4 by a maximum of 4m at its widest point (work mainly relates to over extended limbs over roof). Reduce back low branches over the roof to create 3m clearance. Cutback branches from front of the adjacent building (D6) to create 2-3m clearance. To help balance the crown, reduce remaining crown by approx. 2m. To avoid altering the balance of the tree as a whole, the crown of the tree should be reduced in proportion to its original shape. All pruning cuts must be made at branch junctions, leaving sufficient live growth to maintain or enhance crown form.
