The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About conditions applications
How this application type works
This type of application deals with conditions attached to an existing permission, either by supplying the details a condition requires, called discharging it, or by asking to vary or remove one. It does not reopen the principle of the permission itself. Building often cannot lawfully start, or continue past a set stage, until the named conditions are discharged.

With reference to survey plan: T168 Fagus sylvatica - 2m reduction to crown spread on north face, clear of building line with similar reduction to remaining sides as required to balance the canopy. Crown thin 10% and remove dead wood. T164 Quercus robur - 2m reduction to crown spread on north west face, clear of building line with similar reduction to remaining sides as required to balance the canopy. Crown thin 10% and remove dead wood. Reason for works is to reduce leaf fall onto the roof and guttering of the adjacent building. The building has a heritage style roof and guttering system with a parapet wall which is prone to catching leaves and blocking drain outfalls. This action has led to ingress of water into the building where the guttering system has been comprimised. The tree works are proposed to reduce the direct fall of leaves from overhanging branches. This measure is proposed in conjunction with installation of mesh barriers to create catchment points, and an increased number of maintenance visits to clear leaves from the roof and gutters.
