What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within five years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About full applications applications

How this application type works

A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

We seek approval for the change of use of our property from Class C3 to Class D1 to provide small-scale alternative education and childcare services. We are qualified teachers with qualifications and experience in mainstream education, alternative provision, and Additional Learning Needs. We have established a Community Interest Company, LBB Pathways, to support vulnerable children and families locally. Rhondda Cynon Taf faces ongoing challenges with non-attendance, disengagement, and unmet ALN needs; this proposal responds directly to that demand. The property will accommodate a small alternative provision for learners aged 14?16, operating Monday to Thursday, term time only, between 10:00am and 3:00pm, with a maximum of 20 learners. The focus will be on personalised learning and re-engagement. A before and after school childcare service for children aged 3?11 will also operate (8:00?9:00am and 3:15?5:30pm), supporting local families and improving access to childcare. The use is intentionally small-scale and time-limited, with a clear intention to relocate to dedicated premises once established. Impacts on residential amenity will be minimal. Activities will be supervised, structured, and limited to daytime hours. Indoor spaces used for the provision and childcare setting our personal living space with separate access. These areas are separated from neighbouring properties, and outdoor use will be controlled across a large tiered garden. No amplified noise will occur, and nearby recreational facilities will be used for higher-activity sessions. Dedicated toilet facilities will be provided. Traffic and parking impacts will be carefully managed. Childcare drop-off and collection will take place via a nearby side street, with children escorted safely on foot. Most learners will arrive via walking or public transport. No additional staff parking is required. Safeguarding is central to the operation. All staff will be DBS checked and professionally registered. T
