Proposal
SEE CONDITION 2 FOR APPROVED WORKS PJL Group work as tree surgeons for Shell UK, the owners of the petrol station Shell Oxford House, KT20 6UP. Surrey Highways have requested Shell cut back their trees adjacent to Brighton Road in order to comply with Highways regulations. Since all the trees are subject to the blanket TPO BAN177 we are therefore submitting this application in order for you to kindly approve our works to address and comply with the Highways requirement. We intend to solely cut back to meet the Highways regs, nothing more. The works will require a major Traffic Management plan to close Brighton Road for cherry picker access and in turn we will endeavour to keep road closer to an absolute minimum. If you agree the works to be essential and approve, kindly note that we will of course carry out all by qualified arborists, we will check thoroughly for both roosting bats and nesting birds and adjust timings as necessary if anything is found on our pre-works ecology survey.

T1- Cedar (Cedrus Atlantica). Selective pruning of the lateral crown to reduce over extended limbs by 1.5-2m (Predominately on the east and west sides to rebalance), reduce other limbs where necessary to appropriate growth points with the goal of reducing weight load and rebalancing the crown. Remove deadwood over 40mm diameter and 50cm length. Reduce or remove large dead limb on west side of tree at 3m height. Supply and installation of 3x non-invasive 8tn Cobra bracing between three co-dominant stems, to reduce movement between branch unions and mitigate likelihood of structural failure. Use of a mobile elevated working platform (cherry picker) will be utilised to ensure we prune to the appropriate points, for tree health and aesthetics.

Trees 1 and 2 (adjacent 150) prune back from their dwelling/garage by circa 3m and remove deadwood. The branches of both trees are extending across the curtilage of 150 Fleetwood Close. Some are in close proximity to the dwelling. Early pruning work, as requested, will enable the tree crown to be managed without recourse to substantial pruning cuts. Early intervention is therefore considered to be best practice in accordance with BS3998:2010: Tree Works - Recommendations. Tree 3 reduce height to circa 6m above ground level. The tree is in decline and presents no regenerative growth from lower on the branches or stem structure. If regenerative growth had been present it would have been feasible to specify pruning works to suitable growth points. Given the state of decline and absence of suitable pruning points it is considered prudent to remove the major branches but retain the lower stem for its ecological value. Works can be undertaken in accordance with BS3998:2010: Tree Works - Recommendations.
