The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About full applications applications
How this application type works
A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

T1 - Sycamore, the tree has signs of historic fire damage or potentially bark/root damage when the garage was excavated.Decay has set in to the heartwood and is down starting to decline. Please see photo. There is included bark present from ground level indicating a poor union. with roughly a 60/40 split if failure to occur at this point it was cause a lot of damage to surrounding property. A large limb failed from the tree during the high winds in February which is now caused the homeowner to be concerned about the tree. The tree has now become over mature and is set within a very urbanized area which overhangs multiple gardens. IF another failure was to occur there is a high risk to property and persons. The homeowner will loose privacy and banking stability and is prepared to plant 3 flowering cherry on the banking to replace the tree and for the TPO to be moved to these trees, which will give the area long term visual amenity as well as retaining the banking and giving the homeowner privacy. Request is for the tree to be felled. Reduction was considered but due to the elongated branches there is little in terms of reduction points and would leave a visually poor tree that would then require regular works.
