What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

9 RYE FIELD ASHTEAD KT21 2EH
Quercus robur. Reduce overall canopy by approximately 0.5-2m to appropriate growth points, following BS3998. The tops should be reduced by approximately 1-2m to appropriate growth points to manage the tree at this size before more harsh pruning is required in the future. The reduction should leave the tree looking natural and aesthetically pleasing with growth points retained in all areas. The specific reduction amounts: Tops - 1-2m. East side (higher canopy area) to be reduced by approximately 0.5-1m. Lower east side to be thinned to keep a similar consistency in density to the rest of the reduced tree. No length reduced. South side laterals (above powerlines cut back) to be reduced by 1-2m. West side to be reduced by 1-2m. North side to have selected branches reduced by 1-2m to match natural shape of the canopy. Reason for works: The tree is adjacent to powerlines and has been reduced hard, with little care from Utility teams. The tree has a disproportionate shape due to this. We plan to reduce the tree to appropriate points only to give the tree a more balanced shape, with small pruning wounds as to keep the tree managed next to the lines, without having to do larger pruning wounds if left to grow larger next to the lines. The finished reduction will be natural once finished.
