Proposal
Application ref LA09/2018/1384/F . We wish to vary condition 4 to allow the development to commence before completion of the new accesses. The school is to open in Sept 2027. To allow sufficient time to construct the new buildings to meet this date work will need to commence on the new structures in the first week of July 2026, however it has become apparent that the works to from the new access will not be complete at this time . This is due to factors outside the control of the applicant and the appointed contractor. NIE are required to relocate existing cabling in the roadway and their programme for this will delay the developers works in forming the new access. If the school is to open in the new academic year works to form the access and new buildings will need to initial run in parallel. It is our understanding that the condition is to partly to mitigate against the risk developers completing development and then failing to provide the access. We feel that there is no risk in this instance as the developer is a Statutory Body (EA) and contracts for all works are in place. The contractor will neccessarily be providing traffiic control around the works areas to facilitate the operations on site and formation of the new roadways . The intensification of use to the site will not occcur until completion. We therefore do not belive that varying the condition will present a greater road safety risk. A programme showing the critical dates which demonstrates the need for the works to both the newaccess and school to be carried out simultaniously is attached. The attached drawing shows the oriiginal phasing plan . By varying the condition we would hope to carry out phases 2+3 and possibly the initial stages of phase 4 in parallel time with phase 1. The exact timings being dependant on the progress of the works by NIE . The intent is to have phase 1 completed as expeditiously and as early in the contract as possible.
