What refusal means
The process from here
The council refused this application for the reasons set out on the decision notice, which the council portal holds in full. Only the applicant can appeal a refusal; the time limit runs from the decision date and is shorter for householder schemes.
Refusal does not prevent a fresh attempt. Applicants often address the reasons for refusal and resubmit, so a refused scheme is not necessarily the end of proposals for the site.
About full applications applications
How this application type works
A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

REAR: ONE: Lombardy Poplar (T1)(ht.20m) FELL. REASON: health & safety, previously crown reduced, around 5yrs regrowth currently, large internal hollow stem cavity identified by tomograph and resistograph investigations report by Enviroscope April 2026 which recommends fell within 3 months and replant with suitable large-growing replacement tree, to section fell with the use of rigging\lowering equipment and free fall techniques to reduce the potential for ground disturbance and damage. Informative A: replacement tree planting is encouraged as recommended in Enviroscope report. Suggest species such as Japanese Pagoda Tree, Kentucky Coffee Tree, Golden Rain Tree (Koelreuteria paniculata), field maple, bird cherry, common pear, wild service tree, Italian alder, Zelkova carpinifolia for amenity, wildlife, flood mitigation and to reduce increasingly high summer temperatures due to climate change; to retain safe standing stem. Informative B: please leave safe standing stem or high stump and create habitat log piles with arisings for wildlife and biodiversity. Informative C: The Bat Conservation Trust advises checking thoroughly for roosting bats before and during tree works with soft fell process followed to proceed with care and leave cut timber grounded over night to allow any bats to make their way out, tree works ideally during Sept/Oct to avoid maternity and hibernation seasons when bats are most vulnerable to disturbance.

ASHMEAD PRIMARY SCHOOL, ASHMEAD ROAD, LONDON, SE8 4DX
REAR: ONE Oak (T1)(ht.14m) FELL and replace with another oak. REASON: health & safety, large branch recently fell into nursery play area from an offsite tree, resulting in a near miss, issue unresolved with neighbour so nursery play area closed and relocated to alternative play area in school. To make new play area permanent, essential onsite tree (T1) is removed to facilitate the expansion of a safe and accessible nursery play area. The tree's root system has caused significant surface disruption and persistent trip hazards which directly compromises child safety and prevents the ground from being properly levelled. By removing the tree, the nursery can use the area without worry of compromising safety standards. Please see attached letter from the school. REPLACEMENT: another oak will be planted as a replacement in the forest area in the middle play area near the adjacent property The Stone House, 281 Lewisham Way. Informative A: huge thank you for planting a replacement oak tree for amenity, wildlife, and shade to reduce increasingly high summer temperatures due to climate change. Informative B: please create habitat log piles with same arisings for wildlife and biodiversity.
