Granted Lewisham DC/23/133246 Trees in Conservation Areas

Works: Trees

Permission granted. Work must normally begin within three years of the decision or the permission lapses.

Proposal

FRONT ONE Oak tree(T1)(15m) LATERAL REDUCTION by 3m from 10m to 7m on N compass point.CROWN LIFT to 5m above ground level. Reason: Reduction to shape canopy, pruning to suitable points and rebalance whilst maintaining natural aesthetic. Lift above public highway. Work undertaken to bring back to form and improve light conditions for shops. The canopy is now close to the street furniture and extremely low over the main highway.. The tree will tolerate the pruning as specified above. ONE Hawthorn tree(T2)(8m) CROWN REDUCE HEIGHT by 2m from 8m to 6m, CROWN REDUCE RADIUS spread by 2m from 7m to 5m on all compass points. CROWN LIFT to 3m above ground. Reason: Reduction to shape canopy, pruning to suitable points and rebalance whilst maintaining natural aesthetic. Crown lift above public highway. Some dieback in the crown, this will be removed. Informative A: The sensitive management of the trees is greatly appreciated for landscape amenity, wildlife, wellbeing, and urban forest canopy for environmental benefits to mitigate the effects of climate change. Informative B: Please create habitat log piles in the garden from cut branches for wildlife and biodiversity, wherever possible.

FRONT: ONE Oak (T1)(ht.16m) LATERAL REDUCE SPREAD by 2m from 11m to 9m on N compass point. Reduction to shape canopy, pruning to suitable points and maintaining natural aesthetic. Reason: To give 2m clearance from the lamp column. FRONT: ONE Ash (T2)(ht.16m) LATERAL REDUCE SPREAD by 2m from 11m to 9m on W compass point. Reduction to shape canopy, pruning to suitable points and maintaining natural aesthetic. Reason: To cut back the canopy over the neighbours roof to allow 2m gap as the branches now hit the structure. FRONT: ONE Conifer (T3)(ht.16m) LATERAL REDUCE SPREAD by 2m from 9m to 7m on W compass point. Reduction to shape canopy, pruning to suitable points and maintaining natural aesthetic. Reason: Same as T2's reason for works. SIDE: TWO Holly (T4 & T5)(ht.12m) LATERAL REDUCE SPREAD by 2m from 9m to 7m on W compass point. Reduction to shape canopy, pruning to suitable points and maintaining natural aesthetic. Reason: Same as T2's reason for works. REAR: ONE Ash (T6)(ht.18m) FELL. Reason: The building's structural wall is within 2m & has a high potential for damage. Furthermore, the side access has already been lifted and needs to be replaced. This has had to be declared at insurance renewal & the residents management are now finding it difficult to find buildings insurance. REPLANTING PROPOSAL: A native pollinator will be planted in a more suitable location. Informative A: it is unfortunate renewal of buildings insurance requires removal of T6 as it is a loss of urban forest benefits. Therefore the replacement tree for ash T6 is greatly appreciated, suggested species field maple, whitebeam, wild service tree, bird cherry, sessile oak; to thank for retaining other trees for amenity, wildlife and shade to reduce increasingly high summer temperatures due to climate change. Informative B: huge thank you for retaining other trees for amenity, wildlife, reduction in air pollution and shade to reduce increasingly high summer temperatures due to climate change. Informative C: please create habitat log piles with arisings for wildlife and biodiversity.

REAR: ONE Purple plum (T2)(ht.7m) REDUCE RADIUS by 2m from 6m to 4m on E compass point. Reason: reduce weight loaded limb, pruning to suitable points, maintaining natural form aesthetic. REAR: ONE Elder (T3)(ht.6m) FELL. Reason: The tree is growing within 1m of garage foundations. Removal will prevent damage to structure. REAR: ONE plum (T4)(ht.7m) CROWN REDUCE HEIGHT by 1m from 7m to 6m, REDUCE RADIUS by 2m from 6m to 4m on all compass points. Reason: reduction to shape canopy, improve light conditions for neighbouring property, pruning to suitable points and maintaining natural form aesthetic. REAR: ONE Ash (T5)(ht.6m) FELL. Reason: self-seeded ash growing within 2m of neighbouring property. Removal will prevent issues with damage to structure and subsidence in the future. Informative A: the sensitive management of rear trees is greatly appreciated for rear amenity, wildife habitat and environemntal benefits. Informative B: replacement planting of elder and creation of habitat log piles with arisings in suitable available spaces is encouraged for wildlife and biodiversity.

FRONT: ONE Lime tree (T1) Ht 15m FELL to ground level & treat stump REASON: A remedy to the differential foundation movement at the insured property and to ensure the long-term stability of the building. To limit the extent and need for expensive and disruptive engineering repair works at the insured property. To limit the extent and need for costly CO2e emissions relating to alternative engineering repair works at the insured property. It is the case that an alternative to felling such as pruning or significant 'pollarding' of the tree would not provide a reliable or sustainable remedy to the subsidence in this case. We do not consider that any other potential means of mitigation, including root barriers, would be effective or appropriate in the circumstances. We are satisfied that the evidence obtained following completion of our Arboricultural Implication Assessment report completed 31/01/2024 clearly links the Lime T1 and False Acacia T2 as the cause of damage to the risk address. REPLANTING: Insurers understanding the requirement to offer replacement planting in the event consent to fell is granted. 43 DEVONSHIRE ROAD TREE PRESERVATION ORDER 2024 DC/24/135159

The above tree works are proposed to limit the extent and need for expensive and disruptive engineering repair works at the insured property It is the case that an alternative to felling such as pruning or significant 'pollarding' of the tree would not provide a reliable or sustainable remedy to the subsidence in this case. REAR (fronting Wells Park Rd) ONE Sycamore (T2, in TPO A1)(ht.12-14m) FELL by dismantling to safe standing stem or high stump. Reason: health & safety, the tree is in severe physiological and structural decline, leaning towards the road, several branches have already failed, and although a small amount of live growth remains, the tree has no meaningful long-term viability, the significantly compromised structure presents an unacceptable risk of further branch or whole-tree failure onto highway. The proposed removal is necessary to eliminate the risk. The replacement tree is to be a large canopy species planted as near as practicable to the original location. The County of London (Lewisham No.2) Tree Preservation Order, 1957. Informative A: thank you for proposing 4x replacement trees, 1x is required to be a large canopy tree to replace the TPO tree and to maintain the treed boundary character to Wells Park Road for public streetscape amenity, wildlife and shade to reduce increasingly high summer temperatures due to climate change ? Hornbeam, Hop hornbeam, sessile oak, Japanese Pagoda Tree, walnut (Juglans regia), Italian alder or grey alder, Caucasian Elm (Zelkova carpinifolia), small leaved lime, Hackberry (Celtis australis), Turkish hazel (Corylus colurna), Kentucky Coffee Tree (Gymnocladus dioica) - see further planting details below. Informative B: thank you for planting additional voluntary trees for screening, to improve species diversity, and the setting of the property. Informative C: thank you also for looking to retain a safe standing stem/high stump and creating habitat log piles with some dead wood arisings for wildlife and biodiversity.

REAR: ONE Lombardy Poplar (T1)(ht.16m) CROWN REDUCE by 10-11m to ht.5-6m, REDUCE SPREAD from 10m to 5m to create new pollard. Reason: multi-stemmed tree has had a major stem failure exposing large cavity approx.2m above gd level. Remaining stem above cavity is weighted towards neighbouring properties and a crown reduction to reduce weight and sail above cavity is urgently needed to minimise risk of future failures. Merely reducing the one stem would drastically change the balance of the overall canopy and exposure to wind would be likely to cause more failures on the remaining stems. Crown reduction is required for safety to reduce overall canopy to approximately 5-6m from ground level (please see annotated photo) to create a new pollard. Informative A: thank you for managing the tree by safe reduction to retain as a low pollard for rear amenity, wildlife and canopy shade to reduce heatwave temperatures due to climate change. Informative B: please create habitat log piles with arisings for wildlife and biodiversity.
