Works: Trees

Permission granted. Work must normally begin within three years of the decision or the permission lapses.

Proposal

FRONT: FOUR Lime (G1)(ht.14m) RE-POLLARD by 3m to ht.11m to previous points, remove trunk and basal epicormic growth. Reason: routine repeat management. REAR: ONE Sycamore (T1)(ht.12m) CROWN REDUCE HEIGHT by 3m to ht.9m. Reason: routine management, previous crown reduction points. Informative A: the sensitive management of the front limes (G1) for streetscape amenity and urban forest benefits, and of sycamore (T1) for treed rear amenity and green lane character of rear pedestrian pathway between Wickham Gardens to Harefield Road, is greatly appreciated. Informative B: where possible please use cut branches in the gardens to create habitat wood piles, and/ or a 'dead hedge' for wildlife and biodiversity.

REAR (of no.82): ONE Sycamore, multi-stemmed (T1)(10-12m) FELL. Reason: proximity to rear garden boundary wall of no.84, with 6m length of original brick wall collapsed. Temporary fence erected prior to rebuilding the wall. Propose to replant with 2-3 fruit trees in rear garden of no.84. Informative: investigation into the use of a bridging lintel over roots in the wall rebuild and selective stem removal to retain the sycamore if possible is greatly appreciated; as is the proposal to plant replacement trees for urban greening environmental benefits, if the sycamore needs to be felled, with possible vertical log piles Giants-Causeway-style for stag beetle habitat. Replacement tree species such as whitebeam, field maple, wild service tree, mulberry, pear, Prunus Tai-Haku, the handkerchief tree, the Judas tree, crab apple, quince (Cydonia oblonga Meeches Prolific), paperbark maple, cherry plum.

T1 - Cedar - CROWN REDUCTION 12m in height. Reduce height by 3m from 12m to 9m. Reduce laterals by 2m from 8m to 6m on all compass points. A mature Cedar in the front garden of 72 Wickham Rd. The tree has been previously reduced. Works will retain the established reduction points to maintain the existing crown shape and form, keeping the tree in proportion to its position and reducing weight on regrowth from previous cuts. T2 - Eucalyptus - crown reduce 14m in height. Reduce height by 3m from 14m to 11m. Reduce laterals by 2m from 8m to 6m on all compass points. A mature Eucalyptus in the front garden. The tree has been previously reduced and is managed on a cyclical pruning programme. Works will retain the established reduction points, maintaining the existing crown shape and form and reducing weight on regrowth from previous cuts. T3 - Birch - crown lift 10m in height. No reduction to height. Crown lift to 3m above ground level over the pavement. A Birch on the front boundary of the property. The crown currently extends low over the pavement and road, restricting clearance for pedestrians and vehicles below. Crown lifting to 3m above ground level will restore clearance over the footway while maintaining the natural shape and form of the crown.

REAR: ONE Damson tree (T3) CROWN REDUCTION Ht by 2m from 8m to 6m and lateral spread by 2m from 7m to 5m. REASON: To shape canopy, pruning to suitable points and maintaining natural aesthetic. Work undertaken to bring back to form as the tree is on a cyclical pruning programme and improve light conditions for the owner. The tree will tolerate the pruning as specified above. ONE Lime tree (T4) CROWN REDUCTION Ht by 3m from 8m to 5m and lateral spread by 3m from 7m to 4m. REASON: To shape canopy, pruning to suitable points and maintaining natural aesthetic. Work undertaken to bring back to form and improve light conditions for the owner. The tree will tolerate the pruning as specified above. Informative A: The sensitive management of the trees is greatly appreciated for landscape amenity, wildlife, wellbeing, and urban forest canopy for environmental benefits to mitigate the effects of climate change. Informative B: Wherever possible, please create habitat log piles in the garden from cut branches for wildlife and biodiversity.

FRONT: ONE Lime tree (T1) Ht 15m FELL to ground level & treat stump REASON: A remedy to the differential foundation movement at the insured property and to ensure the long-term stability of the building. To limit the extent and need for expensive and disruptive engineering repair works at the insured property. To limit the extent and need for costly CO2e emissions relating to alternative engineering repair works at the insured property. It is the case that an alternative to felling such as pruning or significant 'pollarding' of the tree would not provide a reliable or sustainable remedy to the subsidence in this case. We do not consider that any other potential means of mitigation, including root barriers, would be effective or appropriate in the circumstances. We are satisfied that the evidence obtained following completion of our Arboricultural Implication Assessment report completed 31/01/2024 clearly links the Lime T1 and False Acacia T2 as the cause of damage to the risk address. REPLANTING: Insurers understanding the requirement to offer replacement planting in the event consent to fell is granted. 43 DEVONSHIRE ROAD TREE PRESERVATION ORDER 2024 DC/24/135159

REAR (fronting Wells Park Rd) ONE Sycamore (T2, in TPO A1)(ht.12-14m) FELL by dismantling to safe standing stem or high stump. Reason: health & safety, the tree is in severe physiological and structural decline, leaning towards the road, several branches have already failed, and although a small amount of live growth remains, the tree has no meaningful long-term viability, the significantly compromised structure presents an unacceptable risk of further branch or whole-tree failure onto highway. The proposed removal is necessary to eliminate the risk. The replacement tree is to be a large canopy species planted as near as practicable to the original location. The County of London (Lewisham No.2) Tree Preservation Order, 1957. Informative A: thank you for proposing 4x replacement trees, 1x is required to be a large canopy tree to replace the TPO tree and to maintain the treed boundary character to Wells Park Road for public streetscape amenity, wildlife and shade to reduce increasingly high summer temperatures due to climate change ? Hornbeam, Hop hornbeam, sessile oak, Japanese Pagoda Tree, walnut (Juglans regia), Italian alder or grey alder, Caucasian Elm (Zelkova carpinifolia), small leaved lime, Hackberry (Celtis australis), Turkish hazel (Corylus colurna), Kentucky Coffee Tree (Gymnocladus dioica) - see further planting details below. Informative B: thank you for planting additional voluntary trees for screening, to improve species diversity, and the setting of the property. Informative C: thank you also for looking to retain a safe standing stem/high stump and creating habitat log piles with some dead wood arisings for wildlife and biodiversity.

    12 PRINCETHORPE ROAD, LONDON, SE26 4PF

REAR: ONE Lombardy Poplar (T1)(ht.16m) CROWN REDUCE by 10-11m to ht.5-6m, REDUCE SPREAD from 10m to 5m to create new pollard. Reason: multi-stemmed tree has had a major stem failure exposing large cavity approx.2m above gd level. Remaining stem above cavity is weighted towards neighbouring properties and a crown reduction to reduce weight and sail above cavity is urgently needed to minimise risk of future failures. Merely reducing the one stem would drastically change the balance of the overall canopy and exposure to wind would be likely to cause more failures on the remaining stems. Crown reduction is required for safety to reduce overall canopy to approximately 5-6m from ground level (please see annotated photo) to create a new pollard. Informative A: thank you for managing the tree by safe reduction to retain as a low pollard for rear amenity, wildlife and canopy shade to reduce heatwave temperatures due to climate change. Informative B: please create habitat log piles with arisings for wildlife and biodiversity.
