What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

DC/26/144217 Withdrawn
46 BRIGHTFIELD ROAD, LONDON, SE12 8QF
I'm seeking advice on a large sycamore tree which is between the end of my garden (46 Brightfield Road) and the River Quaggy. According to recorded land registry drawings, the tree isn't on my property but I'm not clear if the river & the river bank are maintained by the Council. Over the last 2-3 weeks, a number of big branches have snapped off. The branches are getting increasingly larger with the latest being 1.5 stories tall. I suspect the tree (and other trees along the river bank), need urgent work to ensure more serious damage or injury doesn't occur. I also think the trees play a role in holding up the river bank. I have attached images of the tree, the latest fallen branch and a map of the location of the tree. I'd be grateful for a response as soon as possible about 1) tree ownership and 2) a possible 5 day notice for tree management

REAR (rear of Brightfield Rd): ONE Lime (T1)(ht.10-15m, r.5m) LATERAL REDUCE by 2m on S compass point, towards school. Reason: to clear school building by 2m (in C/A, adjacent site, third party ownership). SIDE (to Manor House Gardens): ONE Prunus (T2)(ht.5-10m,r.2m) LATERAL REDUCE by 0.5m on SW compass point over boundary fence. Reason: to clear fence by 0.5m (exempt works, not in C/A in school site). Informative: in addition to the school's multiple green roofs, any additional urban greening to benefit streetscape amenity and environmental benefits would be most welcome.
