What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About amendments applications

How this application type works

An amendment application changes a permission that already exists. Non-material amendments cover small adjustments with no wider effect, while minor material amendments, usually made by varying a condition, allow modest design changes without a fresh application. Anything beyond that needs a new permission, so the scope here is deliberately narrow.

REAR (nature trail): ONE Lime (T1)(approx ht.12m) LATERAL REDUCE SPREAD by 2m from 11m to 9m on E compass point, no height reduction. Reason: to give 2m clearance from the lamp column, pruning to suitable points to maintain natural aesthetic. REAR (nature trail): ONE Sycamore (T237)(approx.ht.12m) LATERAL REDUCE by removing dead stem. Reason: the stem has died, remove for health & safety reasons, the tree will remain. REAR (nature trail): ONE Sycamore (T264)(approx.ht.14m) LATERAL REDUCE by removing south stem which has died. Reason: the stem has died, remove for health & safety reasons, the tree will remain. REAR (nature trail): ONE Prunus (T3)(approx.ht.8m) FELL. Reason: strong eastward lean over the footpath that runs through the nature trail, poor physiological condition noted previously, lean appears to be worsening, replant with another prunus - see informative A below for alternative species. REAR (nature trail): Sycamore (T2) remove deadwood and stub ? exempt works. Informative A: the proposed replacement for Prunus T3 is greatly appreciated to maintain the woodland habitat for wildlife and visitors wellbeing, suggested alternative species to Prunus: alder buckthorn, grey or goat willow, hazel, purging buckthorn, elder. Informative B: to thank for retaining the treed character of the disused rail line for amenity, wildlife habitat and shade to reduce increasingly high summer temperatures due to climate change. Informative C: please continue creating habitat log piles with arisings for wildlife and biodiversity.

REAR (near mini golf): ONE London Plane (T174)(ht:approx.20m) FELL and replace. Reason: basal fungal brackets, declining physiological condition (loss of fine twigs, large areas of bark loss on upper branches seen from disabled parking area), resistograph results show very low resistance in the low stem holding wood hugely increasing the likelihood of failure; given the size of the tree, the proximity to the mini golf course, on higher ground than adjacent disabled parking area, the combination of the compromised strength and high footfall mean the tree must be removed to prevent health & safety issues in the future; a native species tree is proposed to be planted as a replacement. Informative A: the proposed replacement tree planting is hugely appreciated to maintain the treed setting and amenity of the Horniman Gardens. In view of the specimen trees and arboretum character of the gardens, a large canopy replacement tree is suggested with species such as: hornbeam, oak, wild service tree, London plane, cut leaved beech, Indian horse chestnut, wingnut, Japanese pagoda tree, golden rain tree. Informative B: where possible please continue to retain safe standing dead timber or create habitat wood piles on site and lay cut branches between stakes as a linear 'dead hedge' for wildlife and biodiversity.

FRONT (London Rd): ONE Bay (T1)(ht.7m) FELL. Reason: it is located approximately 1m from the main foundations of the building so removal will mitigate future issues. A mediterranean garden will be planted up as a replacement as an example of a drought resistant form of urban planting. REAR (by nursery): ONE Beech (T2)(ht.8m) FELL. Reason: it is dominated by the larger beech & yew trees growing nearby leading to phototropic lateral growth towards the nursery that will cause problems for the gutters & roof. Another beech tree will be planted a little further away in the south downs. REAR (by nursery): ONE Yew (T3)(ht.10m) CROWN REDUCE HEIGHT by 1m from 10m to ht.9m, LATERAL REDUCE by 2m from 8m to 6m Southern laterals. Reason: to rebalance the tree keeping a natural aesthetic. Informative A: the replacement tree for beech (T2) is hugely appreciated to maintain the treed character of the gardens, for amenity, wildlife and shade to reduce increasingly high summer temperatures due to climate change. Informative B: please create habitat log piles with arisings for wildlife and biodiversity.
