T.9, T.10 & T.12 Ash - Fell. 4. It is the case that an alternative to felling such as pruning or significant 'pollarding' of the tree would not provide a reliable or sustainable remedy to the subsidence in this case. We do not consider that any other potential means of mitigation, including root barriers, would be effective or appropriate in the circumstances. 5. We are satisfied that the evidence obtained following completion of our Arboricultural Implication Assessment report completed 13th February 2020 clearly links the iimplicated trees as the cause of damage to the risk address 6. Insurers understanding the requirement to offer replacement planting in the event consent to fell is granted.

The proposal is to replace approximately 8 m of damaged existing surface water drainage pipe within the grounds of Berrylands Scout Group. The pipe is on its existing alignment and conveys surface water towards an outfall to Surbiton Stream. Its failure restores no positive fall to the outfall, which contributes to recurring flooding of the site. The pipe is being relaid like-for-like to restore positive fall and function, and no change to the pipe?s capacity or the site?s impermeable area is proposed. Works within the Root Protection Area Part of the pipe lies within the Root Protection Area (RPA) of an Oak (T20) protected by a Tree Preservation Order (ref. RBK.04.87). No felling, pruning or other work to the tree is proposed. The works within the RPA will be carried out as follows, as shown on Tree Protection Plan 25015-WCS-XX-ZZ-DR-C-0004: Hand-dug or air-spade trial holes along the pipe route to establish the extent, depth and diameter of roots before installation. Excavation by hand to BS 5837:2012 (Section 7.2), retaining all roots over 25 mm diameter. No root over 25 mm will be cut without prior agreement from the arboriculturist. Mechanical excavation limited to breaking out the existing hard surface (approx. 100 mm depth), under the arboriculturist?s direct instruction. Protective Heras fencing (braced) and ground protection sheets for the duration of the works. Reinstatement of the existing hard surfacing like-for-like once the pipe is installed. All arisings removed from site and the site left as found. All works within the RPA, including trial holes, excavation, pipe installation and reinstatement of the hard surfacing, will be supervised on site by a qualified arboriculturist.
