This Council is asked for its observations on an application submitted to the London Borough of Hammersmith and Fulham for: Application under Section 73 of the Town and Country Planning Act(1990) for variation to: Condition 4 (Design Codes and Parameters); Condition 14 (Use/Floorspace); Condition 36 (BREEAM); Condition 84 (Maximum Residential Car Parking); Condition 85 (Maximum Non- Residential Car Parking); Condition 86 (Electric Vehicle Charging Points) and Condition 87 (Disabled Parking Spaces); to Outline Planning Permission dated 28th April 2021 (ref. 2018/00267/OUT); as amended by Non-Material Amendment Application (ref.2025/00473/NMAT) for:'Outline planning application for a mixed use development delivered as a phased masterplan comprising 7 development zones accommodating research & development, offices and other business uses in 6-13 storey buildings; up to 373 residential units in 18-32 storey buildings; a hotel up to 8 storeys and associated facilities; non-residential institution use; community and/or leisure uses and retail, cafes, restaurants and bars together with access, bridge over the railway (Central Line), parking, servicing and landscaping; and the demolition of Stadium House.' The amendments include: increase of D1 floorspace within DZ3 to allow up to 42,200 sqm of academic use, with no changes to the development zone or masterplan boundaries; minor design changes to DZ3, including an increase in the southern maximum building height from +70.35 AOD to +77.35 AOD; a revised 8m eastern setback at upper levels, and adjustments to the colonnade zone limits to provide greater flexibility in addressing the 'Arrival Square' and 'Western Access Road'; amendments to the servicing strategy by replacing the previously approved basement tunnel network with an at-grade servicing arrangement that prioritises pedestrian movement and a revision of the energy strategy to remove the CHP-powered energy centre in favour of a heat pump-led system and ability to connect into a wider heat network
