What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

We have two trees in our back garden, and we wish to remove the tree on the right as it has grown exponentially and having both trees in place significantly blocks the sunlight to the garden. Not only is this undesirable in the summer months when we spend a lot of time outdoors, but it means our ability to maintain various species of flowers is severely impacted due to the lack of light getting through. Having both trees brings a lot of insects to the garden and we have a toddler and will soon have a new baby and we want to minimise the impact of the bugs and insects while they play outside. We are proposing to keep the left hand tree and remove the right hand tree.
